Healthcare Information & Management Systems Data Analyst (OPEN & PROMOTIONAL)
Spokane County
This position will work 37.5 hours per week.
The position allocated to this class performs technical, analytical work involving the information systems of the Community Services Department (CSD). Incumbents apply their understanding of the Department’s objectives and processes to perform complex systems support involving the development, maintenance, administration, and evaluation of the information systems utilized by the Department. Work is performed under the direction of the Healthcare Information & Systems Management Supervisor and functions within a team of departmental staff and contractor staff, as applicable.
NOTE: Three (3) PROFESSIONAL references are required.
TOTAL COMPENSATION: $83,341 - $116,089 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
- Ensures data processing projects are prioritized, timely and accurate. Ensure scheduling and timeliness of data reporting to and from contracted entities.
- Monitors the information systems to determine quality, consistency, accuracy of data input and output.
- Writes and generates reports for review by CSD leadership for effective management of utilization and performance measurements and goals.
- Documents the electronic data information specifications, develop and maintain information flow charts. Maintains up to date master client index flow charts, data entry processes, and the data acquisition and reporting systems for CSD information systems.
- Participates in programmatic committees and meetings with leadership staff to ensure that the data systems are meeting the objectives of the treatment programs.
- Facilitates the Information System Committee for providers of mental health.
- Determines data needs and changes/updates to the information systems. Assists with system configuration, programming, and data changes.
- Maintains the information services policies and procedures for the CSD and provider treatment agencies.
- Monitors the provider treatment agencies for disaster recovery, information system requirements, and clinical encounters based on federal and state contracts and requirements.
- Evaluates network service outages to ensure that they are resolved in an orderly, timely manner and to reduce instances and recurrences.
- Assists, trains and serves as an escalation point for employees in lower classifications. Analyzes and resolve technical problems and questions.
- Provides cost estimates for new computer systems, upgrade parts, and peripherals for CSD.
- Functions as CSD liaison to ISD for network and systems issues, as well as HELP Desk requests.
- Assists the Data Quality Technicians to provide timely and accurate information to providers.
- Monitors backup and recovery processes to ensure the safe and smooth restoration of business operations in the event of technical failure or disasters.
- Develops and manages project plans and data reporting based on requests from CSD leadership, external contractors, or provider agencies.
- Performs all the duties of subordinate level classifications.
- Performs other related tasks as assigned.
- A Bachelor’s degree in Business, MIS, Computer Science or closely related field, and
- Four (4) years relevant work experience in the Information Technology field.
- An equivalent combination of relevant training, certification or experience that would provide the required knowledge, skills and abilities will be considered.

- Ability to analyze and monitor complex computer systems, identify problems, develop effective solutions and documentation
