DESCRIPTION:
We are pleased to announce the Human Resources and Development Department Division of the State Court Administrator's Office is seeking an Education and Development Program Specialist. This professional level position is responsible for designing, delivering, and evaluating Judicial Branch programs and courses for the Minnesota Judicial Branch. The Education and Development Specialist serves as a facilitator and trainer at all levels of the organization and a subject matter expert in leadership development, education and organizational development processes, techniques, and methodologies. This position serves as a Judicial Branch Human Resources and Development resource in the following areas: employee skill and development programming, coaching, and mentoring, foundational leadership practices to include constructive feedback practices, effective facilitation, goal development to include SMART goals, active listening, wellness and resiliency, and time management.
EXAMPLES OF JOB DUTIES:
The following are examples of major job duties expected for this position to perform.
- Implements the Minnesota Judicial Branch employee education curriculum for employees and supervisors/managers.
- Responsible for the development of training materials and educational programs including in-person, on-demand, and virtual educational sessions. Leads Minnesota Judicial Branch educational cohort programs and faculty teams, including developing the structure, curriculum, schedule, evaluations, and serving as program faculty.
- Leads committees and workgroups tasked with organization development projects. Leads project definition sessions, maintains project plans, tracks progress, and communicates, key objectives and progress.
- Recruits and develops internal and external employee education faculty and subject matter experts. Ensures programming and faculty development meets accrediting norms and basic principles of adult education.
- Creates and maintains strong partnerships with Judicial District administrators, managers, supervisors and employees throughout the Minnesota Judicial Branch, as well as outside agencies and court stakeholders.
TYPICAL QUALIFICATIONS:
Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is:
Minimum Qualifications:
- Graduation from an accredited four-year college or university with major course work in education, behavioral science, judicial or business administration or related field.
- 1-2 years of experience in leading educational programs.
Preferred Qualifications:
- DiSC Certification
Knowledge, Skills, and Abilities:
- Ability to communicate effectively, both orally and in writing.
- Considerable knowledge of organizational development theories and techniques.
- Considerable knowledge of change management theories and techniques.
- Considerable knowledge of project management practices and ability to apply those practices to educational programs and projects.
- Knowledge of adult learning theory and techniques.
- Ability to design, organize, conduct, and evaluate continuing education programs in support of organization-wide strategic initiatives.
- Ability to assess, recommend and implement various program policies and procedures, and initiate program improvements.
- Ability to develop and maintain effective working relationships with administrators, supervisors, employees, and employee representatives.
- Ability to learn new software and systems with ease.
- Ability to manage competing priorities, demands, and deadlines.
- Ability to establish and maintain effective working relationships with Directors of the State Court Administration, judicial district administrators, judicial education committees, judges, court employees, supervisor, and subordinates, other governmental and private organizations, and the public.
SALARY:
The expected starting salary range for external candidates is $34.06 - $43.39 per hour ($71,117 - $90,598 annually). The full salary range for this position is $34.06 - $52.72 per hour ($71,117 - $110,079 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

Position Logistics:
This position is classified as an Education Program Specialist and will work normal business hours, Monday-Friday. The position will be a hybrid position and in-person work, involving coordination with the supervisor and business needs.
